The core story

Two Audit Wales reviews (2021 and 2023) describe a Development Control Committee that departed from professional officer advice far more often than any other in Wales, with governance that struggled to keep those departures defensible. The Ombudsman has separately found maladministration in planning matters, and a cluster of 2024–25 refusals were later allowed on appeal.
