Ceredigion Youth Justice and Prevention Service was rated Inadequate by HMIP in 2024. Inspectors described systemic shortcomings in governance, staffing, partnerships and public protection.

The core story

HM Inspectorate of Probation found in 2024 that the fundamental foundations for effective youth justice services were missing. Eleven recommendations were made. A separate Ombudsman finding in 2025 documented delays in implementing EOTAS and an Individual Development Plan after an Education Tribunal Wales hearing.
