APW — Former Cllr Caryl Vaughan (2022)
The tribunal considered whether a criminal offence and the surrounding publicity while she held office brought the council into disrepute. The papers also record concerns about delayed or deficient reporting and advice from the community-council clerk about whether and how the matter should be referred.
PSOW — Complaint Wrongly Excluded from Statutory Process (2024)
The council treated all of a planning applicant's complaint as outside the statutory complaints procedure on the grounds that the refusal was appealable. The Ombudsman found this was wrong — appealability does not nullify all service complaints. Early resolution: apology and Stage 2 response required.
PSOW — Incorrect Listed-Building Advice and Failed Property Sale (2024)
A planning officer told owners that listed building consent was not required. Later enforcement action and disclosure of the investigation to parties in a property sale allegedly contributed to the sale falling through. The council's own Stage 2 investigation had already upheld failure to provide appropriate guidance. Ombudsman required apology plus £1,044 redress.
PSOW — Planning Enforcement Delay (2021)
A complainant said the council failed to undertake a timely assessment of an alleged planning breach and take enforcement action. Early resolution: the council apologised for delay.
PSOW Annual Letter 2024/25 — Ceredigion County Council
47 complaints received — up from 32. Intervention rate 24%. 24 Ombudsman recommendations due; only 63% complied with on time, down from 78% the previous year. One voluntary settlement.
PSOW Annual Letter 2023/24 — Ceredigion County Council
32 complaints received; 22% intervention rate; 23 Ombudsman recommendations; 78% complied with on time. Planning and building control among the leading complaint categories.
